What do the Cyprus Government Exams test?
The 2025 general exams covered verbal, abstract and quantitative reasoning, with workplace scenarios for A9/A11. Here is the official paper breakdown by salary scale and a plain-language guide to each ability. Check the syllabus for your own sitting before preparing.

Abilities tested
The official paper names and what each ability means in practice.
- Verbal Ability
Understanding ideas, arguments and short passages, then drawing logical conclusions from the information given. Official examples include word analogies and reasoning from stated facts.
In 2025 this was a separate paper up to A7 and A8. At A9/A11, verbal reasoning appeared within Critical Ability.
Practise Verbal Ability- Abstract Ability
Finding rules in visual or spatial patterns, such as sequences of shapes, and applying the rule to choose what comes next.
In 2025 it was paired with Quantitative Ability up to A7 and A8, and was a separate A9/A11 paper.
Practise Abstract Ability- Inductive reasoning
Inferring a general rule from specific examples, such as the progression in a sequence of shapes. The official syllabus uses this to describe part of abstract reasoning.
It was not listed as a separate paper in the official 2025 syllabuses for these three scales.
Try reasoning questions- Quantitative Ability
Reasoning with numbers and mathematical concepts. Official examples include percentages, ratios and reading information from charts.
The platform also calls this Numerical Ability. In 2025 it was paired with Abstract Ability up to A7/A8 and with Verbal Ability at A9/A11.
Practise Quantitative Ability- Critical Ability (Quantitative/Verbal)
The second A9/A11 paper in 2025. It combines reading comprehension and logical inference with reasoning about numbers and mathematical concepts.
See sample questions- Assessment of Situations and Workplace Scenarios
The third A9/A11 paper in 2025. You read a workplace situation and choose the best action from five options. It assesses areas such as organisation, decisions, problem solving, supervision and professional ethics.
Scenarios vary by group of posts, as set out in that sitting's syllabus.
Practise situational judgement
Verbal and logical reasoning
Illustrative question patterns from the official 2025 samples.
- Reading comprehension
Read a short passage and distinguish what it actually supports. Official samples ask you to identify information or conclusions justified by the text.
Practise reading comprehension- Word analogy
Identify the relationship between two words or ideas, then choose another pair with the same relationship. This is one illustrative Verbal Ability question type.
Practise word analogies- Logical inference
Choose what follows from a set of statements or a short passage. The answer must be supported by the information in the question rather than an extra assumption.
Practise verbal reasoning- Conditional reasoning
Work with rules such as ‘if A happens, then B’ and decide what follows or what evidence tests the rule. Conditional questions appear in official verbal samples.
Practise logical reasoning- Ordering with constraints
Arrange people or items in a sequence using stated rules and rule out arrangements that break them. The official up-to-A7 samples include this kind of question.
Practise ordering puzzles
Visual and quantitative reasoning
These examples show applications of the abilities, not an exhaustive syllabus.
- Visual sequence
Identify how shapes or symbols change across a series and choose the next one. This is an example of an Abstract Ability question.
Practise visual patterns- Visual-spatial rule
A shared property or change among shapes, symbols and their positions. Abstract Ability asks you to infer that rule from the given figures and apply it to a new one.
Practise Abstract Ability- Percentages, ratios and charts
Work through numerical relationships or read data from a chart to reach an answer. These are examples of Quantitative Ability questions.
Practise quantitative problems- Probability
Calculate the chance of an event from stated proportions or counts. An official A8 sample includes such a quantitative problem; probability is not a separate paper.
Practise quantitative problems- Overlapping sets
When two categories share members, account for their overlap so the same items are not counted twice. An up-to-A7 sample uses percentages and overlapping groups.
Practise percentages- Rate problems
Combine rates of work or flow to find a time or quantity. Official samples include, for example, problems about two taps and production rates.
Practise Quantitative Ability
Judgement in workplace scenarios
Aspects of administrative ability named in the official 2025 A9/A11 syllabus.
- Supervision of staff and projects
Managing a team's work and monitoring its progress. The official syllabus includes this among the abilities assessed through A9/A11 workplace scenarios.
Practise workplace scenarios- Organisational ability
Planning actions, responsibilities and priorities within a service. Official scenarios include how to organise the rollout of a change in procedures.
Practise situational judgement- Decision-making
Choosing the most suitable action in light of the facts, service responsibilities and effects on others. It is explicitly named in the A9/A11 workplace scenarios syllabus.
Practise decision-making- Solving realistic problems
Assessing a practical workplace difficulty and choosing an effective response. The official syllabus names this as part of administrative ability assessment.
Practise scenario questions- Human-resource development
Helping staff gain skills and improve their performance. Training employees appears in the official workplace scenario examples.
Practise workplace scenarios- Ethical and professional conduct
Handling workplace situations with integrity, impartiality and respect for public-service duties. The official syllabus includes this among the A9/A11 assessment criteria.
